Under section 274(h) of the Internal Revenue Code of the United States and Internal Revenue Service decision 94-56, section 274 (h)(6), Costa Rica is considered to be part of the “North American Area” and individuals attending conventions, seminars or conferences and the like in Costa Rica can claim deductions for expenses incurred at those events. They receive the same consideration for deductions as if the event were held in the United States.
